Is there a way to add pop ups to excel ActiveX Combo Boxes using VBA or another method?

is there a way to create an ActiveX combo box that (i) behaves like data validation in respect to how when you insert a new row in a spreadsheet, the validation automatically applies to the new row, (ii) after you drop the combo box, a pop out provides additional details on the item in the drop down list as you mouse over?
